Packaging and Packaging Waste Regulation (PPWR)

What is it?

The Packaging and Packaging Waste Regulation (PPWR) is a key component of the European Green Deal, designed to reduce the environmental impact of packaging across the EU. It entered into force on February 11th 2025 and introduces mandatory sustainability requirements, recycling targets, and labelling obligations for all packaging placed on the EU market.

  • Ensure recyclability of all packaging
  • Minimise use of harmful substances
  • Improve clarity of labels

For whom?

PPWR is a game-changer for businesses operating in the EU. It affects manufacturers, retailers, logistics providers, and packaging producers by setting strict rules on packaging design, recyclability, and reporting. 

There are many targets along with multiple timelines. From targets with regards to PFAS, to Deposit Return Systems and rules for the HORECA sector. Below are but a few of the milestones to keep in mind. We highly recommend you to familiarise yourself with the content of PPWR as it may impact your business in various ways.

August 2026Most of the PPWR rules become mandatory in all EU Member States.
By 2030
  • Packaging waste per capita must decrease by 5%.
  • All packaging must be recyclable or reusable.
  • Only packaging with recyclability grade A, B or C is allowed.
  • Ban on packaging with less than 70% recyclability.
  • Minimum recycled content required for plastic packaging.
By 2035Target: 10% less packaging waste per capita.
By 2040
  • Target: 15% less packaging waste per capita.
  • Only packaging with the highest recyclability grades is allowed.

GS1 supports labelling, traceability, and digital data capture for recyclability, and recycled content. In order to assist its members, GS1 in Europe has published a white paper detailing how its standards—such as GTIN, GDSN, and EPCIS—can support PPWR compliance, especially in tracking recyclability and material composition
